Why check ATL before every large payment

WHT rates can jump when a vendor drops off the Active Taxpayer List. For a Rs 1,000,000 services payment at 15% vs 30%, that is Rs 150,000 vs Rs 300,000 withheld — cash-flow and negotiation both change.

Practical checklist

  1. Collect NTN / CNIC from the recipient
  2. Look up ATL status on FBR Iris on payment day
  3. Match the payment type to the correct Ordinance section
  4. Compute WHT (or use our calculator) and deposit on time
  5. Issue the withholding certificate to the recipient
